UCC warns bus companies offering illegal courier services

Kampala. Uganda Communications Commission (UCC) has warned unlicenced bus companies to stop offering courier services or risk serious repercussion.

Speaking in an interview yesterday, Mr Fred Otunnu, the UCC acting executive director, said 20 bus operators are acting as couriers yet they have no licences to that effect.

He said only 10 bus companies are licenced, warning unlicenced ones to stop with immediate effect.
Mr Otunnu also warned people against dealing with such companies because they cannot “ensure the safety of their packages”.

On Monday UCC also published a new licensing regime for courier service providers that will require companies offering domestic courier services (city-to-city) pay an annual licence of $400 (Shs1.54m) while those offering domestic (national) will pay $1,000 (Shs3.84m).

Companies offering regional courier services will pay $2,500 (Shs9.6m) while international couriers and postal reserved national operators will pay $5,000 (Shs19.2m).
Early this week, UCC conducted a stakeholders meeting where a number of concerns such as losing clients’ luggage and poor quality services, were discussed.
The meeting, which brought together courier and postal services providers sought to promote compliance and seek ways to streamline the service amid growing technology.
Mr Winston Katushabe, the commissioner transport regulation and licensing at the Ministry of Works, urged bus operators offering courier services to incorporate technology to increase efficiency.
