Minister closes school over lack of latrine

State Minister for Higher Education John Chrysostom Muyingo has closed St Caesar Wabitungulu Primary School over lack of latrines and use of unqualified teachers.
Mr Muyingo who visited several schools in Bamunanika County for his routine inspection programme was angered by the state of the school which had about 180 pupils but did not have latrines while the person who introduced himself as head teacher could not explain how the school with such a big number of pupils was operating without a latrine, among other minimum basic requirements.

“You cannot operate school in an environment without a latrine including the minimum basics for operating schools. The school is not licensed and is headed by somebody who is not a teacher. We cannot risk our children in such an environment,” Mr Muyingo said after directing all the pupils to pack and go home including the teachers who did not have any academic documents at the school office.
The Minister was shocked when he learnt that teachers in most of the schools he visited did not have lesson plans, classroom time table, among others.
At Lukyamu Umea Primary School, the administrators had decided to combine all the pupils who turned up including the Nursery section into one single class for the Arabic lesson.

“You cannot combine these pupils into one single class. Even if you are teaching Arabic as you explain. Nursery school children cannot attend the same class with the P3, P4, P5, P6 and P7. This is totally wrong. I am also disappointed that head teachers in most of these schools are all absent,” Mr Muyingo said.
The school had a turn up of 12 pupils out of the 360 pupils who report every day on normal days. The few who turned up had been sent to pump water from a nearby borehole at 9:00am, a time they are supposed to be attending class. The staff members explained that the school head teacher, Ms Jalia Kasasa was sick and unable to report to the school on Monday.
