The state minister for higher education, Mr John Chrysostom Muyingo on Sunday refused to commission a secondary school that belongs a city pastor because it was not licensed by the ministry of education.
Mr Muyingo was invited to launch and open Code Secondary School, which belongs to Pastor Jackson Ssenyonga but he declined to commission it because it was not registered by the ministry of education.

Mr Muyingo explained that when he checked the approved schools by the ministry Code Secondary school was not among them, thus giving them up to next year to formalize their operation.
“I was invited to launch Code high school and I thought the school has not started operation. I checked my records in the office, looked for its registration certificate, Number and license certificate but I didn’t find one,” Mr Muyingo said.
Mr Myingo further explained: “What I have seen here is different from what I came hoping to find because it means that the school is not licensed and yet it has been operating. So I cannot launch the school until the owners go through normal registration process,” Mr Muyingo said.

The school director, Mr Ssenyonga admitted that the school is not yet registered but the whole process will be done by end of December.
“We cannot have all these developments at the school and we fail to get the license. I assure you that by the end of this December, we shall be having the license,” Mr Ssenyonga told parents who were present at the ceremony.
