School owner arrested for blocking candidates from sitting UCE exams

Tororo- Police in Tororo District have arrested the director of Tororo Universal College Mr Josel Richard Obbo for allegedly denying three candidates who had failed to clear fees arrears from sitting for Uganda Certificate of Education (UCE) exams.
The arrest was coordinated by Tororo District Resident District Commissioner Mr Martine Oroch.
Mr Oroch said that prior to the arrest; they visited the school and warned the administration against blocking registered candidates from accessing the examination room.
The district education officer Mr Yonah Gamusi Doya said the suspect reportedly instructed the school head teacher not to allow all candidates who had fees balances to sit for the examinations.
He said wrote to school heads in the district and instructed them to handle issues of fees balances with affected students after the exams.
However, Mr Obbo said he made the decision basing on past experience where candidates who were allowed to sit for exams before clearing fees arrears, failed to pay.
