Transferred head teachers barred from spending

KAMPALA
Head teachers affected by a reshuffle announced by the Ministry of Education have been barred from authorising any expenditures in the transition period as they move to their new postings, Daily Monitor has learnt.
The Education ministry on Tuesday announced the immediate transfer of 74 head teachers and 21 deputy head teachers countrywide. The Commissioner for Secondary Education, Mr John Mary Agaba, told Daily Monitor yesterday that the move is aimed at preventing transferred individuals from having a run-on the funds under their control. He said previously transferred head teachers tended to utilise school funds leaving the schools without funds to operate in the First Term.
“No more spending by outgoing head teachers should be allowed and all chairpersons board of governors are advised not to sign any cheques authorised by any of the head teachers transferred,” Mr Agaba said.
Adding: “They spend the money and leave debts behind and this becomes extremely difficult for the new leadership to transact smoothly.” Those appealing the transfers have been given until January 10 to do so.
Mr Agaba urged governing boards to be on the alert and effect the directive. “They are fond of spending funds meant for other use after they have been transferred but that is indiscipline and that is why chairpersons board of governors should not allow to be duped to sign any transaction.”
Among the prominent reshuffles are those of Mr John Mukubira, from Busoga College Mwiri moved to St. John SS Buwaya in Mayuge and Mr Sephats Turyabahika from Makobore High School to Kabindi SS in Kasese.
