85 per cent of Luzira inmates qualify for university education

More than a half of the student inmates at the Luzira Maximum Security Prison who sat for the 2012 Uganda Advanced Certificate of Examinations have qualified for university education.

Results released on Tuesday saw 29 of the 34 candidates from the Luzira-based Upper Prison Inmates Secondary School excel with at least two principal passes required for one to join tertiary education.
Only four candidates failed to secure the required points for university entry but at least secured a point, and one got three subsidiaries. The candidates include four women and 30 men.

The best students include murder convict serving a life sentence, Pascas Munana Twijukye who secured 23 points in HEG/Ent, Reonidas Kagumire with 21 points in HEG/Ent and Samuel Opio who scored 20 points in HEG/Ent.
The inmates, serving sentences over capital offences now qualify to enrol for degree and diploma courses at university.

Describing the UACE 2012 performance as good, Mr Frank Baine, the public relations officer of the Uganda Prisons Service, commended the teaching team lead by Mr Anatoli Biryomumisho, saying they registered a significant result compared to the previous years.

“Everybody is entitled to a certificate and either qualify for university or any other tertiary institutions. Education is voluntary so all are entitled and have equal chances of participating in the learning process,” said Mr Baine.

According to him, the 2012 performance was an improvement compared to 2011 with the best scoring 18 points. He said education of inmates is part of the prison’s rehabilitation arrangement for offenders.

According to Section 5 of the Prisons Act; the prison force is mandated to facilitate the social rehabilitation and reformation of prisoners through specific training and educational programmes.
