Age limit: MPs question absence of constitutional affairs minister in Parliament

As debate on the proposed amendment of article 102 (b) to lift the presidential age limit bill gets underway, a section of MPs have questioned the absence of the Constitutional Affairs minister Gen Kahinda Otafiire in the House.
Dokolo District Woman Representative, Cecilia Ogwal questioned why Mr Otafiire and the Attorney General William Byaruhanga were not in the House at such a crucial time.

"I have noticed that the Minister of Constitutional Affairs is not in the house. I know they say that the Whip can handle anything but she can only handle administrative issues. I would have expected to have a substantive Minister present," she said.
However, government chief whip Ruth Nankabirwa says the aforementioned are attending a Cabinet meeting.
“ By the time the report (by Parliament’s Committee on Legal and Parliamentary Affairs on age limit) is tabled, the minister will be here. Monday is usually a busy day for cabinet minister,” she said.
