Besigye blames ISO boss over Kayihura prolonged detention

KAMPALA- Dr Kizza Besigye, the former Forum for Democratic Change president has accused the Director of Internal Security Organization (ISO) Col (rtd) Kaka Bagyenda of presiding over impunity in Uganda by detaining suspects without producing them in court.

Mr Elison Karuhanga, a lawyer at Kampala Associated Advocates that is representing Gen Kayihura, yesterday said the former IGP had not instructed them to file a habeas corpus application to compel the state to produce him in court
, beyond the stipulated period of 48 hours before they are produced in court.
“What the likes of Kaka are doing is simply an overthrow of constitutional order. Why do you detain people for over a month without producing them in court?” he asked.
He said: “If you have the evidence and witnesses, you do not have to parade them [suspects] before the media, Col Kaka should take those people to court such that their confessions are before a judge, not journalists,” Dr Besigye said.
He said without elaborating that; “when all avenues of access to justice have been blocked and the people do not feel well represented, they are likely to resort to other means to restore sanity,” Dr Besigye said.
He challenged Col Kaka to present all suspects including Gen Kayihura in court if they have genuine charges related to breach of national security.
He asked Col Kaka to read the history of Uganda and Mr Museveni’s rise to power to appreciate the outcome of impunity and violation of human rights.
Attempts to get a comment from Kaka failed because our multiple calls on his mobile phone went unanswered.
Dr Besigye argued that in 1980, President Yoweri Museveni went to the bush to wage war against the Obote establishment which had rigged the 1980 general election.
He said that whereas the move was treasonable, Mr Museveni received mass support even from within the then government because he had a justified cause.
“For as long as the people believe they have been cheated, they will support the so –called radicals to restore constitutional order,” Dr Besigye said.
He again demanded an independent audit of the 2016 presidential election, which he maintains he won.
The four time presidential contender said he will not relent but fight on to “ensure that he regains his victory” and give power back to the people.
He said that with the current fusion of the National Resistance Movement party with the State, elections in Uganda are a ritual.
“Every election must give the electorate the right to decide and leaders serve a mandate; unfortunately, Museveni is ruling with an assortment of guns and money,” Dr Besigye said.
