Besigye speaks out on Maj Rubaramira

KAMPALA- Founding president of the Forum for Democratic Change Kizza Besigye has said systematic plunder of the country’s resources and lack of functional state structures are the cause of continued defection of key opposition personalities to the ruling NRM.
Dr Besigye, in a letter to the Daily Monitor yesterday, said some leaders in a liberation struggle are not convinced about the purpose of the struggle. He said they would be happy to be dining with the dictator only that they lack the opportunity and such leaders usually become a problem to the struggle.
Such leaders are always making unrealistic demands and putting their interests ahead of the struggle’s interests, Dr Besigye added.
“Dictatorships also control and paralyse citizens through continuous use of … terror and intimidation… dispensing favours - personal rewards for show of loyalty or betrayal of opposition; control of the fourth estate [media] and information to the public; and factionalising communities (divide and rule),” he wrote.
Dr Besigye’s remarks follow the defection of one of the party’s founding members, Maj (rtd) Rubaramira Ruranga, who announced last week that he had crossed back to NRM, a party he left 12 years ago.
However, Presidential Press Secretary Tamale Mirundi said Dr Besigye was being simplistic by saying President Museveni uses money to buy off his opponents.
Mr Mirundi wondered whether Dr Besigye gave Maj Rubaramira money before he left NRM for FDC.
“That is simplistic argument. Museveni should instead use money to lure Besigye himself. Or why hasn’t Museveni used that money to woo people like Norbert Mao, Beti Kamya and Abed Bwanika who are badly off?” Mr Mirundi asked.
