Buganda prince warns Mayiga over royal issues

Kampala. Buganda prince David Mawanda Namugala has asked the kingdom premier, Mr Charles Peter Mayiga, to trade carefully on matters concerning the royal family.

In an August 23 letter addressed to Mr Mayiga, Prince Namugala advises him to desist from speaking on royal family matters particularly land ownership.
Prince Namugala is the head of lineage and co-administrator of the estate of Ssekabaka Sir Daudi Chwa II .
He is also the heir to late Prince George Mawanda, who was Kabaka Mutebi’s uncle, and a landlord in Buganda .

“… Kindly seek advice and guidance from the elders such as Ssabalangira(head of princes) and your predecessors, among others, for the good of our Kabakaship institution. The harsh language of vowing to crush is unwarranted for and tantamounts to incitement of the public against our lineage,” Mr Namugala stated.
His letter comes after a story was published in one of the local newspapers with Mr Mayiga warning some people, including those “who claim” to belong to the late Ssekabaka Daudi Chwa’s family, against plotting to grab the kingdom’s land.

While addressing the 25th Buganda Lukiiko session on August 21, Mr Mayiga promised to assign Mr Apollo Makubuya, the kingdom 3rd deputy premier, to sensitise the public on the 27 square miles of land belonging to Ssekabaka Daudi Chwa’s family and the 350 square miles owned by the kabaka.
“We know the people who are grabbing the kingdom’s land under all forms of veils, including those in the guise of Ssekabaka Daudi Chwa’s family but we shall not let this pass,” Mr Mayiga was quoted.

But in his letter, Prince Namugala insists that the land which they want Mengo to return lawfully belongs to late Kabaka Daudi Chwa’s family and Buganda Kingdom as an institution.
The letter was also copied to the Kabaka, Prince Kassim Nakibinge, Ssabalangira (head of princes), Godfrey Musanje, Mengo Attorney General, David Mpanga and Apollo Makubuya, the kingdom 3rd deputy Katikkiro and minister of justice and constitutional affairs.

“…Through the 1900 Buganda Agreement, Buganda Native laws of 1906 land (surveys) law of 1909 Registration of Tittles Ordinance, the late HH Sir Daudi Chwa II acquired property through allotment ,exchanges and purchases,” the letter adds.

“By extension, your afore mentioned statements, bring me to another observation whereby there is need to render deserved respect to the royal family members whose conduct is befitting rather than bundling all us together. No justifiable reasons exist to mislead the public about us by depicting all of us as radicals feuding with the Kabaka.Such negative statements to the public are unfair to us especially when we are in our pursuit to secure what rightfully belongs to the estate ..,” the letter states.
Prince Namugala also faults Mr Mayiga for pledging to assign Mr Makubuya to enlighten the public over the issue saying he should have consulted before doing so.

Efforts to speak to Mr Mayiga were futile but Buganda Kingdom information minister, Mr Noah Kiyimba, said some members of late Daudi Chwa’s family are claiming ownership of part of the land currently managed by Buganda Land Board.
“Several people including those from the royal family are claiming that part of their land is being held by the kingdom. We have asked them to bring their documents and we compare with what is in our possession,” Mr Kiyimba told Daily Monitor on phone.
