Court releases Kabamba barracks attack suspects on bail

Kampala. The court martial has released one of the suspects charged in connection with the 2014 foiled attack on Kabamba Army Barracks in Mubende District on bail.

The General Court Martial in Makindye granted non-cash bail of Shs5 million to Mr Lumala Salongo, citing advanced age.
“We are aware of the applicant’s rights for bail but we also take into consideration the nature of the offence. We further consider stringent conditions for grant of bail and in our view we grant it to Lumala Salongo on condition not to go out of Kampala without permission from court and report to the court registrar whenever you are required,” Lt Gen Andrew Gutti, the court chairman, ruled.
Earlier on, the army court released Mr Ali Mukiibi, a retired air force pilot, on bail on similar reasons.

However, Gen Gutti declined to release three suspects; Capt Hillman Bosco Aleper, Ndugga Musaazi and Marvin Ssemwogerere, saying they failed to convince court with reasons to warrant the grant bail.
The trio had cited long time spent on remand and torture during arrest and in detention.

“The applicants are charged with a capital offence. The trial is in advanced stages but we would not wish them to abscond which would affect the flow of the trial, therefore we dismiss their applications,” Gen Gutti ruled.

Meanwhile, court has directed the registrar to set a date for further hearing of prosecution evidence.

Prosecution

The State alleges that between February and May 2014, in the various areas of Kampala, Masaka, Wakiso, Luweero and Nairobi-Kenya, Lt Col Eguma, Capt Aleper, Lt Waibi, Pte Sekajja and others omitted to disclose vital information about recruitment of people to engage into activities intended to prejudice the security of the defence forces by attacking Armoured Warfare Training School in Mubende.
