FDC wants Justice Bamwine to probe Kayihura’s reign

KAMPALA- The Opposition Forum for Democratic Change (FDC) Monday called for a judicial probe into the activities and conduct of Gen Kale Kayihura for the 13 years he served as the Inspector General of Police (IGP).

 Addressing journalists at the party headquarters in Najjankumbi, the party spokesperson, Mr Ibrahim Ssemujju Nganda said when Gen Kayihura was IGP, “they [FDC] witnessed a reign of terror, siege of opposition homes and death of many people”.

 He proposed the Principal Judge Yorokamu Bamwine to investigate what happened in police under Gen Kayihura’s leadership regarding operations, recruitment, deployment and related activities.

 “The 13 years of suffering and shooting of people by some police officers during the regime of Kayihura should be investigated. You recall that many people were killed and others endured a lot of suffering, most especially the opposition when he turned their homes into prisons,” Mr Nganda said.

 “We want the principle judge himself to choose a team of three competent judges to independently investigate Kayihura and his associates,” he said.

He said that the probe will help revise the process of appointing police bosses to ensure that the crimes that were witnessed during Gen Kayihura’s regime are not repeated.

The Government Deputy Spokesperson Col Shaban Bantariza told Daily Monitor in a telephone interview that they welcome FDC’S proposal.

“ We thank them for their proposals, whether we take it up or not. We do not implement programmes from everybody but whoever proposes something good, we take it up,” Col Bantariza said.

Gen Kayihura and at least 26 people, including police and military officers, have been arrested as investigators pursue suspects involved in criminal activities.

Gen Kayihura was picked from his country farm in Lyantonde District on Wednesday. He is currently detained at Makindye Military Barracks.

The FDC at the same function also applauded the judiciary for turning down president Museveni proposal of abolishing court bonds.
