Forum for Integrity in Leadership party; Emmanuel Tumusiime was jailed over Shs47m debt.

KAMPALA. The Executions Division of the High Court has sent to Luzira the president of Forum for Integrity in Leadership party; Emmanuel Tumusiime after he failed to pay a debt of Shs47 million arising from a court judgment that he earlier lost involving a land matter and 25 heads of cattle.

Mr Tumusiime was arrested by court bailiffs of Standard Auctioneers and Court Bailiffs at around 3pm on Wednesday and arraigned before the court’s Deputy Registrar Mr Musse Musimbi.
The lawyers of the judgment creditors proposed to the Registrar that Mr Tumusiime pays at least half of the money in question so as to regain his freedom after which he will pay the other half in two installments.
But this proposal was not honored as Tumusiime had only Shs2 million on him before promising to cash in a postdated cheque of Shs10 million in a week’s time from Thursday.

The lawyers representing the judgment creditors (those demanding Tumusiime) found that Mr Tumusiime’s offer was too 'low' and 'unacceptable' and prayed to court to have him committed to the civil prison.
Subsequently, Mr Tumusiime was committed to Luzira prison by the court.
The money in question arose from an appeal in which Mr Tumusiime lost to two women; Ms Perusi Namagembe and a one Nynabazungu.

Court heard that Mr Tumusiime had grabbed their land located in Luwero District, which land had 25 heads of cattle which he also took.
The concerned women sued Mr Tumusiime who lost the matter against them with court ordering him to compensate the women, which order he did not honor leading to his arrest on Wednesday and the eventual committal to Luzira prison.
