Fund local governments, says Kadaga

Mbarara- The Speaker of Parliament, Ms Rebecca Kadaga, has decried poor financing of local governments, saying it is endangering the political life of LC5 chairpersons and councillors.
Ms Kadaga was speaking at Uganda District Council Speakers Association 15th annual general meeting in Mbarara District Council Hall on Monday.
“I am not happy about the funding of local governments. What we are doing is to endanger local government leaders. If the road is bad, people blame the chairperson,” she said.
Ms Kadaga added: “If you look at the results of the previous elections, 70 per cent (of the chairpersons) did not come back. They (electorate) vote you out thinking you have failed. Let us give them money if we have given them power.”
This financial year, Mbarara’s budget is Shs28.5 billion. Central government is expected to fund up to 95 percent of this, much of which caters for salaries of civil servants.
In an interview with the Daily Monitor, the chief administrative officer, Mr David Lubuuka, said the district receives only Shs400 million for roads every financial year.
