Government to appoint interim managers of proposed five hospitals

  • The Mulago Maternal and neonatal specialized hospital intendeds to recruit 788, Kiruddu 500 and Kawempe about 530. They will be headed by boards appointed by the Health Minister.

The Ministry of Health will in the next two-weeks appoint interim executives and management boards to steer the proposed five hospitals in a process aimed at kick-starting the hospitals’ operations.
Dr Diana Atwine, the health ministry permanent secretary indicated that the five hospitals are aimed at decongesting the current Mulago Hospital Complex, allow promotions for the current workforce plus making specialized services available.

“We are going to setup the interim leaderships committees after the various steering committees conclude their work in two weeks’ time,” Dr Atwine said.

“We are meeting again in two weeks and I want the process to be participatory as we come up with the skeleton staff. We shall identify the staffing gaps which we shall then present to the political leadership for financing,” she added.

She also revealed that physical site visits are to be conducted to inspect proposed hospitals to properly identify the services that can be offered at the five hospitals located in Kampala.
Mulago Hospital, currently under the leadership of Dr Byarugaba Baterana is to be split into three independent hospitals comprising Mulago National Referral Hospital, Mulago National Specialized Hospital, and Mulago Specialized Maternal and Neonatal Hospital.
Also, Kiruddu and Kawempe hospitals, which have been serving as satellite hospitals to lower Mulago National Referral Hospital since the renovation of the complex commenced, are to be transformed into independent regional referral hospitals under the Ministry of Health.

The new Mulago Supper Specialized hospital at the lower Mulago intends to hire over 1,707 and will have two deputy CEOs, with one in charge of clinical services and another in charge of finance and administration.
The facility will have eight directors for different directorates that will be extending specialized services.

The Mulago Maternal and neonatal specialized hospital intendeds to recruit 788, Kiruddu 500 and Kawempe about 530. They will be headed by boards appointed by the Health Minister.
She said the Health Service Commission will at a later stage be involved to validate the current Staff to Mulago National Referral Hospital and also recruit for the new entities.
“It is after when we have identified the need that the HSC does the recruitment on our behalf,” said, adding that any foreign expatriates are welcome to offer the services.
Dr Atwiine disputed reports that the Cuban doctors supposed to come to Uganda would manage the new Mulago specialized hospital.
