Baguma joins police as a cadet officer
October 21, 2015. Mr Aaron Baguma, the then Kampala Central Police Station commander, went to the scene of murder, a few metres away from his duty station, found the deceased being beaten by the accused persons. She pleaded with him to rescue her from her tormentors, but Baguma asked her to pay up Muhammed Ssebuwufu’s Shs9m car debt. It is stated that Baguma left the place and Katusabe was killed shortly after.
October 26, 2015. A detective at Kampala Metropolitan Police is put under investigation on account that he was trying to destroy evidence in a murder case in which Ssebuwufu is suspected of detaining and torturing Katusabe to death .
December 18, 2015. The Director of Public Prosecutions (DPP) writes to the Resident State Attorney at Buganda Road Chief Magistrate’s Court, directing that Mr Baguma be jointly charged with Mr Ssebuwufu, who had already been charged. Baguma is not charged but Mr Ssebuwufu is subsequently committed to the High Court for trial on murder.
February 2016. Baguma is promoted to the rank of Superintendent of Police .
March 2016
Senior state attorney Samali Wakoli reports to the Police Standards Unit (PSU) Mr Baguma had threatened violence against her. The PSU starts investigating Mr Baguma for the alleged threat to harm Ms Wakoli who drafted the murder charges against him.
July 20, 2016 – The DPP Mike Chibita gives police a two-week ultimatum to produce Baguma to be charged with murder.
August 8, 2016. Baguma is sent, together with 200 other Police officers, for a six-month advanced police command course.
Aug 9, 2016 – DPP insists Baguma must face murder charges. DPP says Baguma remains a murder suspect. The DPP says he will invoke his powers of independence under the constitution to make sure Baguma does not operate above the law.
Aug 10, 2016. Opposition Shadow foreign affairs minister, Mr Godfrey Katusabe, moves a proposal in parliament to have Baguma stripped of his rank and taken to court to answer murder charges.
August 12, 2016. Buganda Road Chief Magistrate’s Court issues criminal summons against Baguma to appear and answer the charges.on August 18. He fails to show up and court orders his arrest.
