The CIID and its affiliate police units, the Flying Squad and Special Investigations Division (SID), accused SOU of carrying out parallel investigations and arrests without sharing information as a joint team.

Kampala- The Inspector General of Police has said he is the supervisor of investigations into the killings in Busoga region and the killing of senior state attorney in an attempt to quell the feud between the Criminal Investigations and Intelligence Directorate (CIID) and Special Operations Unit (SOU), a newly created violent crime unit.

Gen Kale Kayihura, through the police spokesperson, Mr Fred Enanga, said as the chairperson of the joint operation command, he coordinates and supervises all task teams (including CIID and SOU) pursuing Joan Kagezi and Busoga killers.

“We would like to put it straight that the task teams are largely coordinated and supervised by the IGP, who is also the chairperson of the Joint Operation Command, which makes sure information and intelligence is credible and flows freely,” Mr Enanga said yesterday.

The CIID and its affiliate police units, the Flying Squad and Special Investigations Division (SID), accused SOU of carrying out parallel investigations and arrests without sharing information as a joint team.
The SOU headed by Mr Nickson Agasiirwe, reports directly to Gen Kayihura which annoyed CIID managers prompting them to withdraw their officers from Busoga region.

Mr Agasiirwe was formerly the operations commander for the disbanded Rapid Response Unit and later became the first commander of Flying Squad.
But police yesterday said Gen Kayihura peruses through the reports of all police teams and advises on the way forward.

In a police message sent last week, the police chief said “overall operational command and control will be directly under the IGP assisted by CIID director and CIID deputy”.

He ordered for the immediate evacuation and relocation of police officers, who are currently residing in Nalufenya Police Barracks, to accommodate operatives of SOU. Nalufenya Police Station has also been turned into a Special Operational Base.
