I linked Kipoi to rebels, witness tells army court

Kampala. A prosecution witness on Tuesday told the General Court Martial that he connected the former Bubulo West Member of Parliament, Mr Tonny Kipoi, to join a rebel group operating in Rwenzori Sub-region at the Uganda-DR Congo border.
Mr Etienne Muhumuza, who chairs the Bundibugyo District Public Accounts Committee, testified that Mr Kipoi was introduced to him in 2012 by Lt Yasiin Siraji, the then sector intelligence officer based in Rwebisengo, Ntoroko District.
Mr Muhumuza said Lt Siraji sent him Shs50,000 by Mobile Money for transport fare to Kampala where they he met the spy in the company of other government officials at a hotel near City Square.

The witness further informed court that they relocated to a hangout in Kitintale, a city suburb, but Lt Siraji during their trip placed a telephone call to someone he eavesdropped was being reverently addressed as “honourable”.
That “honourable”, Mr Muhumuza said, turned out to be Mr Kipoi.
The former legislator later claimed to be operating in DR Congo before he was eventually repatriated to Uganda from Botswana in March this year.
He and five co-accused are being prosecuted at the military court on offences relating to security.
They include Albino Okeng, Yunus Lemeriga, Adams Mawa and Rogers Mweru formerly attached to the Armoured Brigade headquarters in Masaka District as well as Private Saidi Dodola, a soldier in Special Forces.
The maximum penalty for the offence they are charged with upon conviction is a death sentence.
Lt Gen Andrew Gutti, the chairperson of the army court, remanded Mr Kipoi and his co-accused until October 29 for further hearing of prosecution evidence.
