IGG orders refund of Shs12m

HOIMA- The Inspector General of Government (IGG) has directed civil servants in Bunyoro Sub-region to refund Shs12.5 million, which they allegedly failed to account for.

The IGG reports, which the Daily Monitor has seen indicate the money that was advanced to civil servants to undertake development activities was allegedly not accounted for while other officers falsified accountabilities.

The IGG has directed the acting Buliisa District internal auditor, Mr William Mpagi, to refund Shs1,994,000 to the inspectorate of government assets recovery account.

According to the IGG, during 2015/2016 financial year, Mr Mpagi was paid Shs633,000, which he allegedly did not properly account for.

The Deputy IGG, Ms Mariam Wangadya, said Mr Mpagi submitted accountability documents that included fuel receipts purportedly obtained from Buliisa service station for Shs525,000 but upon verification, the receipts were denied by the management of Buliisa service station.

“You fraudulently accounted for Shs525,000 for which you submitted falsified receipts No. 8120, 8151, 8118 and 816 as supporting accountability documents,” Ms Wangadya wrote to Mr Mpagi recently adding that failure to refund the money will compel the IGG to take stern action, including prosecution for forgery, false accounting and embezzlement.

The IGG added that during the 2015/2016 financial year, it carried out inspection on Buliisa District education account and established that out of the Shs60,105,486 that was advanced to staff, Shs59,659,007 was satisfactorily accounted for but the Shs836,000 advanced to Mr Mpagi remained unaccounted for.

“It was noted with concern that while attempting to account for the money, you submitted accountability documents that were verified and proved to be forged,” Ms Wangadya wrote to Mr Mpagi.

“In view of the above findings, you are directed to refund Shs836,000 to the Inspectorate of Government asset recovery account,” Ms Wangadya directed in a letter which the Buliisa CAO received on February 7.

Mr Mpagi has promised to respond to allegations levelled against him after receiving the copy of the IGG report.
IGG has also directed the acting Buliisa District engineer, Mr Siraj Asiimwe, to refund Shs4,721,000 which he allegedly received to implement some activities.
The IGG also directed the Kole District health officer, Dr Jimmy Eyiiga, to refund Shs7,000,000 which was advanced to him while he was still the Kiryandongo hospital acting medical superintendent.

CAO directs
The Hoima chief administrative officer, Mr Hannington Asaba Kiiza, has directed Mr Isaac Bitamale, the Hoima District senior community development officer, to refund Shs3.9 million, which he reportedly failed to account for.

“The report indicates that you pledged to settle the above sum in installments of Shs400,000 per month effective from June 30, 2017. You are required to update this office on the status,” he said.
