IGP Kayihura appoints Isabirye as police human resource director

The Inspector General of Police, Gen Kale Kayihura, has transferred two police directors in mini reshuffle.
In his Tuesday message sent out to his deputy, Martin Okoth Ochola and all directors, Gen Kayihura moved Assistant Inspector General of Police (AIGP), Haruna Isabirye, from Welfare and Production and appointed him the director Human Resource Development (HRD).

Mr Isabirye replaces Senior Commissioner, Felix Ndyomugyenyi, who has been in acting capacity since the gruesome killing of AIGP Andrew Felix Kaweesi, who doubled as police spokesperson in March 2017.
Gen Kayihura also moved AIGP Lemmy Twinomugisha, who has been commander for parliamentary police for over 10 years to Welfare and Production.
“The following transfers and appointments are ordered with immediate effect,” Gen Kayihura’s message reads.

Gen Kayihura in August last year transferred Mr Isabirye from Anti Stock Unit (ASTU). Efforts to reach police spokesperson, Emilian Kayima, to explain why IGP reshuffled Mr Isabirye whom he moved from ASTU five months ago were futile as he did not respond to our repeated calls.
