Jinja RDC knocks cyclist, charged with reckless driving

Police have preferred charges of reckless driving against the Jinja Resident District Commissioner, Mr Peter Locap after he allegedly knocked a cyclist.
Mr Locap was arrested on Friday after he caused an accident while driving his official vehicle Reg No UG 2441. He was however released on a police bond.
He allegedly failed to control his vehicle and knocked Esau Wanzara, 32, along Mbale – Soroti road near Islamic University in Uganda (IUIU) Mbale main campus.

Mr Wanzara, a resident of Kasanvu Village, Namanyonyi Sub County in Mbale District, sustained a fractured leg and is currently admitted to Mbale Regional Referral Hospital where he’s receiving treatment.
The Elgon region Police Spokesperson, Mr Suwed Manshur said investigation are still ongoing but Mr Locap had been charged for causing accident.
“We have impounded his official vehicle and parked it at Mbale Central Police Station as investigations continue. But we gave him a police bond,” he said.

According to police, Mr Locap did not have a driving permit by the time of the accident. He was reportedly driving himself yet he is entitled to a driver.
When contacted, Mr Locap acknowledged being involved in an accident but dismissed allegations that he was on the wrong.
“It’s the boda boda rider who knocked me. It was an accident. Even if I had my driving permit, I could still cause an accident. You don’t call for an accident,” Mr Locap said.
