Kampala. Court of Appeal and Constitutional Court judge Remmy Kasule and three other judicial officers are scheduled to retire this year upon clocking the mandatory retirement age, worsening the staffing challenges.
Justice Kasule is scheduled to retire on October 11, aged 70.

The other judicial officers to retire are; Justice Billy Kainamura, the deputy head of the Commercial Division of the High Court, Chief Magistrate Charles Sserubuga, who is in charge of the Registry for Magistrates Affairs, and Mr Duncan Sande Ndabamanya, a Grade One Magistrate.

Information obtained by Daily Monitor shows that Justice Kainamura will retire on November 9 at the age of 65.
Mr Sserubuga retires on March 28 and Mr Ndabamanya on January 17.

The Chief Registrar of Courts of Judicature, Mr Paul Gadenya Wolimbwa, confirmed the scheduled retirements.
He said this year has the least number of judicial officers.

Procedure
“Regulations of the Judicial Service Commission (JSC) require the Chief Registrar to submit to them a list of all those judicial officers who are set to retire; those who have died; those demoted; those who have been promoted, for planning purposes. I have complied with that regulation,” Mr Gadenya told Daily Monitor yesterday in an interview.

He urged relevant authorities to fill the vacant positions in the Judiciary.
Mr Gadenya said there are 119 vacant positions for Grade One Magistrates, 20 positions for assistant registrars, 18 positions for deputy registrars, six positions for registrars, six vacancies at the High Court and six at the Court of Appeal.
It is only the Supreme Court that has a full Bench.

Recruitment
In a recent interview, the chairperson of the Judicial Service Commission Justice Benjamin Kabiito said the commission had sent names to President Museveni to pick out the candidates for appointment to the existing vacant positions in both High Court and Court of Appeal.
