KCCA salary row: Kamya accuses Musisi of dishonesty

KAMPALA. The Minister of Kampala Affairs, Ms Beti Olive Kamya, has said Kampala Capital City Authority (KCCA) executive director, Ms Jennifer Musisi, is dishonest in as far as salary enhancement for all city leaders is concerned.
In her July 24 letter to Ms Musisi, a copy of which Saturday Monitor has seen, the minister faults Ms Musisi for making a U-turn on the matter yet they had previously agreed to enhance the salaries of the Lord Mayor, the division mayors and all city councillors.

“It’s on record that in 2011 when the non-tax revenue of KCCA was very low, you proposed that he Lord Mayor was to earn Shs36m, deputy Lord Mayor Shs29m, Authority councillor Shs12m and Urban councillors Shs9m. The reason why your proposal was rejected wasn’t because of lack of resources but politics of the day,” Ms Kamya’s letter reads in part.
Ms Kamya also wondered why Ms Musisi was blocking the salary enhancement yet Parliament in the current Financial Year appropriated Shs2b for the same.

Proposal rejected
This comes barely one week after Ms Musisi rejected Ms Kamya’s 30 per cent proposed salary increment for the Lord Mayor, division mayors and all city councillors.
In her July 13 letter, Ms Musisi explained that although the minister had proposed salary increment based on revenue collection, KCCA has on several occasions failed to meet its targets.

“We are not in position to ascertain the revenue trend to establish the revenue growth required to fund and sustain the proposed increment. This renders it impossible for management to implement your directive effective July 2017,” Ms Musisi wrote.
But Ms Kamya noted that councillors would help to identify more revenue streams and expand the tax base in their respective constituencies with support from KCCA’s technical team.
Ms Musisi’s rejection has since caused unrest as city councillors have reportedly asked the President to sack her for failing to respect the elected leaders.

Ms Kamya reminded Ms Musisi that Section 77 of the KCCA Act empowers the Minister for Kampala in consultation with the relevant ministries to determine the salary increment for all city political leaders.

When contacted on the latest letter, Ms Musisi said she was in a meeting.
According to the current salary structure, the Lord Mayor gets a net salary of Shs11, 427,305; division mayors get a net salary of Shs7,150,000; KCCA councillors get a net salary of Shs3,150,000 and division councillors get a net salary of Shs2,300,000.
