KCCA staff forgives police shooter

KAMPALA.

Special Police Constable Albert Muhumuza, known for tracking FDC former presidential candidate Kizza Besigye, could get off the hook after a Kampala Capital City Authority worker, who he shot last week, sought to resolve the matter amicably.

Mr Henry Kakooza, a son of Maj Joseph Kakooza (NRM MP Buwekula County), told detectives in a statement that he was not interested in pursuing a criminal case against the shooter.

Mr Kakooza, who recorded a statement at his hospital bed yesterday, sought dialogue between police and KCCA for fear of dragging the two government institutions on a collision course.
However, police are reluctant to enter into dialogue since the shooting is considered criminal.

Kampala Metropolitan Police spokesman Patrick Onyango said yesterday they would pursue the legal process and would submit the file to the Director of Public Prosecutions to determine the next course of action.

“All the necessary statements have been obtained. We are waiting for the medical report and then attach it and send to the DPP for advise,” he said.
The unwillingness of the victim to pursue a legal process could affect prosecution of the suspect in court.

Police remained silent on whether they could charge the suspect for indiscipline.

Mr Muhumuza is alleged to have discharged a bullet that hit Mr Kakooza in the cheek, before tiring through his neck last Thursday. He was arrested and detained at Kampala Central Police Station, where he was by press time still being held.
