The ongoing roadworks on Kawempe–Kafu and Kafu-Kiryandongo stretch is illegal. The contract was not approved by the Solicitor General as required by law.

Mr Christopher Gashirabake, the director of Legal Advisory Services in the Attorney General’s office, yesterday said the presence of Energo Projekt, that is doing the construction and Aurecon Amei, carrying out consultancy for construction supervision on the site is illegal.

Appearing before the commission of inquiry into the alleged mismanagement and abuse of office at the Uganda National Roads Authority (UNRA), Mr Gashirabake, said the Attorney General did not approve the supplementary contracts for the two companies because the original ones had expired.

Mr Gashirabake told the commission chaired by Justice Catherine Bamugemerire that all the money paid in compensation to individuals who possess land titles in wetlands and forest reserves on the Kampala–Entebbe Express Highway must be refunded because the titles were issued illegally.

“If the original contract was for kilometre 0 to 166 and the supplementary contract is for services beyond, it is irregular,” he said.

Other probes
Earlier, an interdicted UNRA engineer was quizzed over his involvement in the failed Kawempe-Kafu roadworks. The commission heard that more than Shs250b has been spent on the ongoing two road projects contrary to the recommendation of the Auditor General.
