Kayihura could replace Kagina as URA boss

The Inspector General of Police, Gen Kale Kayihura has been listed among the possible replacement of the outgoing Uganda Revenue Authority (URA) commissioner general, Ms Catherine Allen Kagina.

Mr Kayihura who is a lawyer by profession and trained soldier has also worked as head of the anti-smuggling unit.

On the list for Ms Kagina’s possible replacement is the Kampala Capital City Authority (KCCA) boss, Ms Jennifer Musisi who once worked as a company secretary for URA before joining KCCA.

Others are the current URA’s Commissioner for Internal Audit and Compliance Mr Protazio Begumisa, the Commissioner Customs Mr Richard Kamjugo and Mr Henry Saka the commissioner domestic taxes. Mr Kamajugo is the longest serving commissioner at the tax body and he has risen through the ranks to the position of a full commissioner for taxes.

This development comes after Ms Kagina who has been the URA boss for ten years announced that will not be renewing her contract which expires in October this year.

“My contract ends in October and I am going to retire. I have not yet decided where I am going, but I think I am going into private business. We have spent 10 years building capacity of staff at URA, I am sure there will be no problem replacing me.

Government will be able to get a new commissioner general,” Ms Kagina said on Wednesday while appearing before the Finance Committee to present the URA budget for 2014/15.

She is expected to confirm the news at an annual news conference today.
