Kayihura to reward spies with cows

Each homestead of a crime preventer will get a friesian cattle to enable them execute their work without overburdening their families, the Inspector General of Police has revealed.
Gen Kale Kayihura said the funds to buy the cattle will be fundraised at different events. “We are going to do it countrywide through organising marathons so that each homestead of a crime preventer gets a cow. We have several people who are willing to contribute to this cause,” Gen Kayihura said at Kisoro Township on Monday.
Gen Kayihura said after the successful health fundraising marathon at Kisoro Township on the theme “running to save children’s lives at Kisoro hospital” in which more than Shs180m was pledged by different people. The funds raised are for the renovation of the children’s ward and the theatre at Kisoro hospital.
“As the police Force we do not have a budget to fund the activities, especially buying uniform and shoes for the newly-recruited crime preventers in the country. We plan to use activities like marathons to raise money to support them. District councils in the country should prioritise through their agriculture department giving heifers, poultry and other enterprises to the crime preventers so that they can earn a living,” Gen Kayihura said.
He encouraged the crime preventers to involve themselves in farming especially in poultry, zero grazing and bee keeping as they target the ready market in the neighbouring countries of Rwanda and the Democratic Republic of Congo.
During the Kisoro marathon, Rubaga Miracle Centre Cathedral Pastor Robert Kayanja donated Shs40m to save lives of children. Former minister of Gender and Culture Sam Bitangaro donated Shs1m, Mhadvani Group and Ms Maria Odida each gave Gen Kayiuhra Shs1m per kilometre run and a total of Shs60m was generated as the IGP covered 30km running around Kisoro Township.
A total of 30 professional athletes from the police force and the UPDF participated in the marathon.
More than Shs180 was raised in cash and pledges which the IGP pledged would be delivered to the hospital.
The spies
Crime preventers are recruited at police station level considering 30 per village. But most of these crime preventers ended up joining security forces as local defence personnel or special police constables. Several crime preventers who failed to get slots in the police depend on handouts from the officers, which has affected families.
