Kayihura transfers senior detectives

KAMPALA. The Inspector General of Police, Gen Kale Kayihura, has shaken up leadership of criminal investigations departments (CID) at district level amid mounting criticism by President Museveni and heads of other security agencies over their poor performance.
At least 30 detectives from the rank of Assistant Superintendent to Superintendents of Police were affected in the transfers announced on Friday.
“The transfers take immediate effect,” the message signed by the Director of Police Administration, Mr Moses Balimwoyo, on behalf of Gen Kayihura, reads in part.
Since January, this year, police have transferred senior police officers more than 15 times.
In the message released last Friday, Gen Kayihura sent 10 senior and experienced detectives from CID headquarters to the countryside as regional and district CID officers in what police sources say is aimed at strengthening investigations at lower levels.
Detective Superintendent (D/SP) Ayub Waiswa has been transferred from CID headquarters at Kibuli in Kampala City to Rwenzori West and appointed the regional CID officer.
D/SP George Ngaruye has been elevated from an Officer-in-Charge of Butaleja District to Busoga East as the regional CID officer.
In a new move to bolster police investigations at regional and district level, the police have started appointing deputies for investigation chiefs at the district level.
D/SP Daniel Mugisa has been transferred from CID headquarters to Kampala Metropolitan Police South as the second-in-charge.
Detective Assistant Superintendent of Police (D/ASP) Nichodemus Ekiat, who has been Kotido CID officer, has been transferred to East Kyoga region as the second-in-charge of its CID.
Abim District CID officer, D/ASP Andrew Salube, has been taken to Wamala Region as the second-in-charge of Region CID.
Jinja Central CID officer, D/ASP George Ochola, has been transferred to Elgon Region as the second-in-charge.
Since the killing of police spokesman Andrew Felix Kaweesi in March, President Museveni has criticised Uganda Police Force for poor crime intelligence and investigations. The Force, he said, is infiltrated by criminals and directed Gen Kayihura to weed out the outlaws.
