Kisaka & Company to audit Auditor General’s office

Parliament-Parliament has appointed Kisaka & Company, a Kampala-based audit firm, to examine the accounts of the Office of the Auditor General (OAG).

The firm will review the OAG’s accounts for a twelve-year period, starting from the 2005/06 Financial Year, todate, and brief the House on its findings.

Other audit firms that expressed interest to audit the Ombudsman are BDO East Africa and Thomson & Co.

Ms Robinah Nabbanja, the Kakumiro District Woman MP, who moved the motion calling for the appointment of a private auditor, said the audit firm will get Shs965 million to do the work.

BDO East Africa, she said, quoted Shs2.9 billion whereas Thompson & Co. asked for Shs1.3 billion.

“The [evaluation] committee noted that M/s Kisaka & Co. had the highest total, technical and financial scores of 90.6 per cent,” Ms Nabbanja said.

“Arising from the evaluation, the committee concluded that the best-evaluated proposal for the procurement of Kisaka services for the audit of the Office of the Auditor General…,” she said.

Ngora Member of Parliament, Mr David Abala supported the appointment of Kasaka & Co., arguing that it is it is a local company, while Mukono South MP, Ms Betty Nambooze said the Parliamentary Commission appointed the right firm.

However, Maracha MP, Ms Lee Denis Oguzu said Ms Nabbanja should have furnished the House with the profiles of many audit firms to enable the House evaluate them and select the most qualified.

Bulamogi County MP, Ms Kenneth Lubogo wondered why it has taken 12 years to audit the OAG.

“I would have loved to hear how long this audit is supposed to last; are them going to take five years?” Mr Lubogo asked.

Section 36 (1) of The National Audit Act, 2008, provides for the auditing of the accounts of the OAG by an auditor appointed by Parliament.

Furthermore, Section 36 (2) says the OAG shall, within three months after the end of its Financial Year, prepare and submit to the auditor appointed by Parliament.
