Only 285 MPs out of 458 attended Museveni's State of Security address

President Museveni on Wednesday addressed Parliament, attended by only 285 MPs out of 458, about the state of security in the country following reports of increased kidnappings and murder that have left citizens in fear.
In his speech, Mr Museveni ordered that all guns in Uganda be fingerprinted and all vehicles and boda bodas installed with electronic devices to monitor their movements as part of a nine-point security master plan to contain increasing killings and kidnaps in the country.

Below are excerpts from his speech;

Museveni: The Rt. Hon speaker, I've decided to use the rights of the President under article 102(2) of the 1995 constitution to address parliament. I am exercising this right, in order to sensitise the MPs and the public about defeating challenges of insecurity

Foolish decision to destabilise Uganda
It ‘s foolish for any body to think they can destabilise Uganda using weapons.

They [leaders involved in criminal acts] have eyes but they can’t see, they have ears but can't listen. They are playing with something very dangerous. We shall crash them. Those who are doing bad things are endangering themselves, we shall crush them.
We have an all weather capacity to defend Uganda and prevail in war

Security Budget constraints

How do we defend ourselves when we don't have a big budget. How is Uganda able to have a strong army without a big budget. How did we do it? A well educated, well trained and well equipped army were thought of
In our budget, we cannot afford to have pilots in the reserve. For Israel, this is possible. Because of our budget we cannot afford to train highly qualified people in the reserve.
The limiting factor is the cost of training these crews. That's why we confine ourselves on technical clues in the army.
We are qualified to defend our countries. That's why we don't have United nations to defend us and we shall not ask them to defend us. We are not Kateyembas. However, defending ourselves needs budget.

Peaceful Uganda in last 500 years

I'm a man of this area I'm not an Immigrant from anywhere and I'm telling you that this is the first time we have had peace from corner to corner in the last 500 years.

Having defeated Joseph Kony of LRA and ADF in Congo, I can authoritatively stand here for the first time in 500 years and say we've peace in Uganda.


Tampering with scene of crime

We need to educate the public on how to handle scene of crime. As it is now, people tend to crowd at the scene of crime and tamper with evidence which would have been used in forensics. When you interfere with the scene of crime, then we don’t know what to do. You help the criminals to escape.
Rich farmers can employ some private personnel for security. Have two people to secure your large farm.


Entebbe women murders and delayed police investigations

When the women murders happened in Entebbe, I did not want to interfere because I knew police was following up.

However, when it happened a number of times, I went there and spoke to them. I happened to speak to the landlady of the building where one of the women operated a kiosk and she said that Sarah (murdered lady) was always on phone.
That even the night she was killed, she was communicating with some people. With the help of that information we were able to trace the suspects and get them. If I had not talked to the land lady, I wouldn't have got such information.
Seems police was not even bother. I don't know why they had not arrested those people (suspects).
Police would not even go to the scene of crime. When we arrested them, everyone wondered that even the boys who had been selling jackfruits in the area.


Electronic license plates for cars and motorcycles

I have ordered that all guns must be finger printed.
That will mean any legal gun used in crime shall be detected. We will be able to know which gun was used and who used it by tracing the fingerprints. If any legal gun is used in commission of crime, we shall know. That however, does not capture illegal guns smuggled in from neighbouring countries.

Further all motor vehicle and motorcycles will have electronic number plates. We want to install electronic number plates with electronic signals in the.

Installation of cameras

Another plan is installation of cameras on town roads and streets.
Potentially, the criminals can evade any form of detection except optical; the eye, the camera and telescope. I think to me that should be the strategy of the anticrime.

Finger prints and palm prints on national IDs

I thought national IDs would help us fight crime. But I was told we had only given fingerprints yet we also needed palm prints. We need palm prints

DNA from Ugandans

I had proposed to the security council that we should provide our blood sample to be put in the computer but I was told some people don't want their DNA to be in computers.
Personally, I don't have any problem with my DNA being in the computer. It's only criminals who are worried.
