EAT 13:43: Scientists who are pioneering innovations deserve to be paid well. Judges and judicial officers also deserve better salaries. That is why I decided to give judges Shs3 million shillings when I was getting less than that as President.

EAT 13:32: We must make corrupt people lose appetite to steal government money. NRM people don’t talk, we do. The ones who are full of themselves disrupt our progress. The arrest of suspected thieves in the Office of the Prime Minister, Bank of Uganda, finance, public services and health ministries was the work of NRM supporters and policemen. Even the Auditor General did not know. In fact, the auditors had cleared those accounts that they were alright. The recruitment of young police officers mainly university graduates in police was NRM’s idea. And this was a follow-up of the UNLF policy in 1979.

We are going to win the battle against bribery and embezzlement like we did to other past battles. The only problem is giving bail to suspects indiscriminately. I don’t know why judges think that everyone should get bail. Someone has stolen 60 billion and you give him bail that is wrong. Something should be done. We should legislate and say, for this category of suspects, no bail. I proposed this recently but it was opposed. Now people are crying. Bail for someone who has killed a person is bailed? A rape and defilement suspect is also bailed?

Bail is fine for some light crimes. Our problem now is bail because it makes the whole matter look like a joke.

EAT 13:25: The delay to properly equip the UPDF, delayed the restoration of peace in the whole country because of some bad ideas of our partners. Now, the whole country is peaceful. It is now civilians who are bringing confusion. And the thieves but   I will handle them.

Delays of projects like power, delays the tempo and growth of the economy, it delays the employment of the youth. Development-oriented people should resist these delays.

Africa was underdeveloped because of lack of factories not because of lack of clans. Clans were here when Europeans came to colonise us. What did the clans do?

Ituri forest in DR Congo covers about 700 miles. However, that country is one of the poorest countries in the world. If we set up factories, other problems will be easy to solve.

EAT 13:00: We should spend less with a smaller army. This made people of northern Uganda suffered longer under Kony and Karimojong cattle rustlers. The moment we raised army expenditure, Joseph Kony and the Karimojong problem ended.

The Allied Democratic Forces are still being harboured in Congo because of military tourism where soldiers come from India, Pakistan and everywhere and go to Congo for military tourism. There are about 17000 foreign soldiers in DR Congo but citizens are suffering.

Terrorism conservation project in DR Congo is thriving because in Africa we are good at conservation. However, we are now discussing with President Kabila of Congo and other leaders in Africa to end the suffering of people in that region of Africa.

If ADF dare to cross to Uganda, they will be fought and it will be their problem.
