Makerere senior staff remanded again over sexual harassment

KAMPALA- A lawyer representing the remanded Makerere University senior administrative assistant charged with molesting a student has criticized court’s delay to decide his clients bail application.

The accused person, Mr Edward Kisuze, a faculty registrar at the College of Computing and Information Science is charged with attempted rape and indecent assault of one Rachel Njoroge.

In a session presided over by Buganda Road Court Chief Magistrate, James Ereemye, the matter was yesterday scheduled for a ruling on his earlier bail application.

However, state led by Ms Viola Tusigwiire sought for another adjournment to today (May 11) to make a reply, which request was granted by court.

This incident moved defence lawyer, Mr Kenneth Munungu, to criticize court’s decision asserting that it appears his client was already convicted even without trial.

“It is courteous that I am informed about what is happening. This is unacceptable in the jurisprudence of this country,” Mr Munungu said.

He said despite not being satisfied with court’s decision to adjourn, he will appear today to push for respect of his client’s right to bail.

Last Friday, Mr Kisuze through his lawyer, Mr Munungu, applied for bail by presenting four sureties who tendered in their identification documents as guarantee that they will ensure that the suspect does not abscond from court.

However, in reply, the state prosecutor, Ms Tusigwiire sought court to adjourn the matter to allow her time to scrutinize the authenticity of the sureties’ documents before court can consider the suspects bail application.

Mr Kisuze’s troubles stem from a release of a photo that has been circulating on social media where he allegedly forced Njoroge, a former student at the faculty into a romantic act.

Police records indicate that Njoroge brokenly narrated the gruesome encounter with the registrar when she had come to pick her transcript after graduation. She narrated that Kisuze allegedly locked her up in his office and forcibly started romancing her.
