Minister tells CAOs to campaign for Museveni

Namutumba. Lands and Urban Development minister Daudi Migereko has asked Chief Administrative Officers (CAOs) across the country to join Resident District Commissioners (RDCs) in campaigning for President Museveni and NRM candidates.
Mr Migereko, who is also Butembe County MP, was last Thursday speaking at Kategere Primary School in Magada Sub-County, Namutumba District, as chief guest at the launch of the campaigns for Busiki County MP Wilson Asupasa Isiko Mpongo.
“I do not see the reasons why CAOs are not campaigning for Mr Museveni. Why are you leaving only the RDCs to explain to the people what NRM has done? You are the right people to answer such questions. Are you forgetting that Mr Museveni is your boss? Start now because we are left with 10 days to elections,” Mr Migereko said.
However, the Uganda Public Service Standing Orders (2010), public servants are prohibited from canvassing support for a political party or organisation of a candidate standing for a public election.
Mr Migereko argued that whereas the NRM presidential candidate has addressed very many rallies, he is yet to see any CAO campaigning for him.
“Is it that CAOs are busy all the time or are not supporters of NRM? You are the chief accounting officers at the district, but what are you accounting for when you have failed to come up and tell the public what NRM is doing? We want to see you participating,” the minister said.
