Luweero. Forum for Democratic Change (FDC) President Mugisha Muntu has accused President Museveni of running down the country and looking on as corruption thrives.
“This country has been brought to its knees by President Museveni,” Maj Gen Muntu said at the opening of the 8th FDC National Council meeting held at Fatima Hall in Luweero District last week. He decried the high levels of graft which he said has become cancerous.
“Corruption stinks to its high heaven, the Judiciary is compromised and the Parliament has remained a shadow. We must demonstrate in practical terms that we can present an alternative government to bring back the lost hope,” he told the party executives.
The FDC chief claimed the prevailing voter apathy is brought by loss of interest in political processes. “This is the time for FDC to mobilise for a regime change and prepare to manage the challenges after the Museveni regime has left,” he added.
In response to Gen Muntu’s attack, the judiciary deputy PRO, Ms Harriet Nalukwago Ssali, said: “I can’t say ‘yes or no’ as this goes down to an individual judicial officers. It can’t be a blanket allegation against all of us. If an individual judicial officer is compromised, then we have the Judicial Service Commission to act on them accordingly.”
Gen Muntu said the ordinary citizen is left to look on “as the different state structures dwindle. The organs supposed to check the excesses of government, including Parliament, which has a mandate of the people, is now a shadow of its former self.”
However, Parliament spokesperson Ms Hellen Kaweesa defended the legislature. “We have played the oversight role by carrying out investigations and we have made recommendations for government to implement. We have put up probe committees like the current one investigation NSSF. So we are not just seated,” Ms Kaweesa said.
Gen Muntu told the delegates Ugandans are yearning for a political organisation which can be trusted: “This cannot be in words but practical terms, which involve capabilities in leadership...” Gen Muntu announced that unlike in some political parties where contesting for the top office is a taboo, FDC delegates will convene in May 2015 to choose a flag bearer for presidency.
