Musisi blames woes on Lukwago

The Kampala Capital City Authority (KCCA) Executive Director has blamed the challenges facing the authority to Lord Mayor Erias Lukwago’s failure to convene council meetings.

Ms Jennifer Musisi, who appeared before a tribunal investigating Mr Lukwago in Kampala yesterday, said the lord mayor failed to convene council meetings in which standing committees are elected.
The standing committees are the authority’s scrutiny panels that oversee and monitor project implementation as approved by the council meetings.

In response, the lead counsel to the tribunal, Mr Dan Rutiba, asked Ms Musisi what she did to overcome the standoff. She said she sought the intervention of the Kampala minister, Mr Frank Tumwebaze, to resolve the matter.

The Executive director also said the councillors petitioned the minister following the stalemate after their electorate accused them of failing to provide services.

Ms Musisi also accused Mr Lukwago of resorting to the media to “insult” the technical officials as “prostitutes, terrorists and thieves. When contacted yesterday, Mr Lukwago declined to comment on the matter.

In May, 17 councillors petitioned to the Kampala Minister seeking to impeach the Lord Mayor, accusing him of incompetence, failure to convene council meetings and abuse of office.
