Musisi exit: 700 KCCA workers face axe

KAMPALA. Kampala Lord Mayor Erias Lukwago has asked more than 700 Kampala Capital City Authority (KCCA) staff who were reportedly recruited without following the right procedures to pack their bags and leave.
The impending purge, according to Mr Lukwago, targets staff recruited by the outgoing KCCA executive director, Ms Jennifer Musisi.
Mr Lukwago has singled out the KCCA workers who were recruited on short contracts.
“I want to put everybody on notice that we are going to get to know who is who. They are going to tell us how they came here because it was supposed to be a competitive process. We want to know how they applied for the jobs,” Mr Lukwago said on Friday.
He alleged that Ms Musisi irregularly recruited and renewed contracts of staff on short-term contracts minus the knowledge of the council and political wing.

Appraisal of staff
Asked how the investigation will be conducted, the Lord Mayor said the authority would conduct “a painstaking staff appraisal”.
“One of the reports of the Public Accounts Committee is very stunning. It is very disturbing. We have more than 700 staff who did not go through public service,” Mr Lukwago said.
He also alleged that a number of directors and their deputies have served in acting capacities way beyond the legal six months period. The public service standing order states that appointment on acting basis is expected to last not more than six months, and is subject to direction by the appointing authority.
“Any period of acting appointment beyond six months will be null and void and the officer holding such an appointment shall automatically revert to his or her substantive post, unless the appointing authority extends the appointment for another period of six months...,” it states.
Efforts to reach Ms Musisi and the KCCA spokesperson, Mr Peter Kawujju, over the matter were futile as they were locked up in a long meeting
