Mr Mills Odur, a Nebbi resident, said they could not cultivate their land for fear of losing their crops.
“There had been a lot of threats, so we could not develop the land,” Mr Odur said.
Nwoya LC5 chairperson Patrick Oryema said, according to the agreement, only people from Nebbi, mainly Jonam are free to reoccupy the land, adding that no new residents are supposed to resettle there illegally.
The Rwoth of Puvungu, Mr Odong Madir, said the resolution was passed in 1999 but had never been implemented.
The LC5 chairperson for Nebbi, Mr Robert Okumu, urged the leaders and locals to form land committee to prevent illegal sale of land.
