Police officer sentenced to 7years after he pleaded guilty to murder charges

KAMPALA: “It is so painful and regrettable that I caused the death of my brother in the line of duty. I beg for forgiveness from the nation and the deceased’s family. I am sorry,” pleaded Mr Silas Ouma, a police officer who was on Tuesday convicted and sentenced to seven years for murder.
His three children aged between 4 and 11, kept wailing uncontrollably as they watched their father helplessly in a court dock pleading for leniency.
Mr Ouma pleaded guilty to murdering Frank Wamala, the proprietor of Daido Kayembe lodge in Barracks zone, Makindye division, Kampala in 2012 while he was on duty.
Mr Ouma, attached to Makindye Police entered a plea of his own guilt in the on-going plea bargain criminal session in Kampala before Justice Elizabeth Alividza.
Court heard that the convict (Ouma) shot Mr Wamala dead while on a night duty patrol, after which he went into hiding but later presented himself before police.
Mr Ouma committed the crime offence while responding to a call that there were suspected robbers hiding in Mr Wamala’s (deceased’s) lodge.
Court documents indicate that Mr Wamala got out of the lodge to inquire what the police had come to do but a scuffle instead ensued thereafter and Mr Ouma, in the process shot Mr Wamala in the neck thus causing his death.
Since the police officer did not waste court’s time, presiding judge handed him nine years but later subtracted one year and five months that he had spent on remand; bringing the official jail sentence to seven years.
