Security chiefs, spies fired over Arua chaos

Arua- Four top security and intelligence officers in West Nile sub-region have been fired over the August 13 chaos in Arua during which the State says one of the cars in President Museveni’s convoy was stoned.

Those suspended include Regional Police Commander Jonathan Musinguzi who has been replaced in acting capacity with Mr Edward Mugweri, the regional crime intelligence officer; the Regional Internal Security Officer, Mr Emmanuel Mugisha, and District Internal Security Officer Elly Tugaine.

DPC Abbas Ssenyonjo was sent packing a day after the incident and replaced by his Masaka counterpart Henry Kintu. Mr Ssenyonjo is now Masaka DPC.

Museveni confirmation
President Museveni, who is the Commander-in-Chief of the Armed Forces, confirmed the sackings in a statement issued last evening.

“The regional and district police commanders, who should have anticipated the actions of these (Opposition) groups..., have been suspended. The DISO (District Internal Security Officer) has also been removed,” Mr Museveni noted.

The fracas that claimed a life and left five victims with gunshot wounds ensued on the last day of campaigns for Arua Municipality by-elections that Mr Kassiano Wadri won.

Police spokesperson Emilian Kayima, without providing specifics, earlier told this newspaper that “they (officers) have been removed from their positions”.

In Arua, Deputy DISO Stephen Dravu said RPC Mugisha was given “30 minutes to leave” the district.

“The district police commander left; his was a transfer to Masaka. The DISO and Regional Internal Security Officer are taken on Katebe (suspension). And they are leaving,” Mr Dravu said.
