Speaker throws LC5 boss out of meeting

The LC5 chairperson had protested the council’s rejection of two people he had nominated.
Members of Ntungamo District Council were treated to drama as the speaker, Mr Dan Nabimanya suspended the LC5 chairperson, Mr Denis Singahache from a meeting for allegedly being unruly. The standoff was sparked by the council’s rejection of names of two people who had been nominated by Mr Singahache to be members of the district Public Accounts Committee (PAC).
The council said Hajj Jafari Kawuki and Ms Regina Karibwende Kinyata sit on other committees of Itojo Hospital and Ntungamo Polytechnic Ihunga respectively, reasoning that their becoming members of the PAC will create conflict of interest.
This prompted the chairperson to defend his choices but Mr Nabimanya ruled him out of order and told him to sit down. However, Mr Singahache was defiant and could not adhere to the order. Mr Nabimanya then threatened to suspend the chairperson from council indefinitely and called the sergeant at arms, who forced Mr Singahache out of the meeting.
Mr Singahache said his suspension was unfair and an abuse of the people’s mandate. “I was sent here by 110,000 voters, I cannot allow to be buried by just a single person, who was just voted by 28 persons. I am the district chairperson and I have authority to appoint,” Mr Singahache said before moving out of the council meeting on Wednesday.
Mr Nabimanaya, however, defended his position saying he could not allow the council to be dishonoured and dominated on political grounds.
