State house officials order demolition of staff house at health centre

BUSHENYI. Officials from the State House Health Monitoring Unit have ordered for demolition of staff house at Nyakabirizi Division Health Centre III in Bushenyi-Ishaka municipality over substandard work.
Bushenyi Deputy Resident District Commissioner (RDC) Domiano Turyatunga had last month suspended the construction citing shoddy work. The matter was first raised by concerned people to the Mayor Jackson Kamugasha who then informed the RDC.

The State House Health Monitoring Unit officials led by Mr Moses Kakumba, a quality surveyor who were on fact finding mission on Saturday found that the original plan of the staff house had been tampered with and the structure was small.
“Our office got complaints from the community and municipal leadership that while constructing the staff house, the original architectural design and plan was not followed and construction does not conform to the required standards. We came to ascertain if the raised concerns were true,” said Mr Kakumba.

The team said the contractor did not follow the plan of a two-in-one staff house. He instead built a small one. The team met and held discussions with the town clerk Mr Deo Ndimo, Mayor Kamugasha, Nyakabirizi division leaders and community members and a decision was reached that the structure which had already been roofed be demolished.
The construction is being funded by the central government. The tender was awarded to Kosail Team LTD at a cost of Shs 60 million and the building was at roofing stage.
The municipal Engineer Mr Deus Nuwagaba said Shs 34 million has already been paid to the contractor Mr Steven Katamba. The house was supposed to be handed over to the user department by May 5.

“Government has its procedures most especially when doing public service. Drawings are made to meet required standards and defiling them is the worst mistake. This work was a public project, not a family business,” said Mr Kakumba.
He directed that anew staff house be built and be handed over to the user department before the end of June. Mr Katamba admitted the mistakes done and agreed that the structure be reconstructed.
