State of the nation address

14:46. President Museveni arrives to deliver the state of the nation address. National anthem is played, followed by the East African community anthem.

14:49. President Museveni is invited to inspect the guard of honour.

14.54. President Museveni through with the inspection of the guard of honour, EAC and Uganda anthem played. Parade receiving marching orders from the commander.

14:58. Parade marching. President Museveni enters Serena (now parliament) ahead of the state of the nation address.

15:10. The national anthem played again to open the plenary session, followed by the EAC anthem. Members present trying to sing along, very few can actually sing the EAC anthem.

15:14: Proclamation by the speaker of parliament Rebecca Kadaga. She proclaims that he parliament will sit at Serena and thus opens the session.

15:16. Rebecca Kadaga opens the floor with a communication. She welcomes the president and the members present .

15:18. Rebecca Kadaga pays tribute to the deceased members of parliament and also informs the president the most members of parliament are absent due to different dispositions. Calls upon members present to pray for them.

15:20. Also in attendance are Russian members of parliament (Duma) and diplomats accredited to Uganda

15:25 "Session we just concluded performed better than the previous one. 19 bills were passed as opposed to 16 in the previous," says Kadaga.

15:26 Speaker Kadaga mentions changes needed in Parliament procedure to improve efficiency in Parliament work and productivity.

15:28 Rebecca Kadaga introduces the different speakers of the different parliaments in the different countries present. Welcomes them.
