KIBOGA. Local leaders in Kiboga District have demanded for improved service delivery in the area during a fete organised by the ruling NRM to celebrate the passing of the controversial Constitution Amendment Bill, 2017.

Speaking at the party held on February 26 at Kiboga District headquarters, Israel Yiga, the district chairperson told President Museveni - who was the chief guest - that they lack clean water, drugs in health centres and many roads are impassable.
He said the Shs6b piped water project for Kiboga Town Council produces poor quality water which cannot be used for domestic purposes.

“Your Excellency, we have limited water sources. We ask your government to help us get more water dams especially in cattle corridor areas like Dwaniro, Kapeke and Muwanga. Our people in those areas sell their cattle cheaply during dry spells due to lack of water to feed their cattle. We also lack enough drugs in our health units and the roads are also in a sorry state,” he said.

Vincent Nkotanyi, the district councilor representing Kiboga Town Council, who shunned the event, said it was pointless to celebrate the lifting of the presidential term limits when patients in Kiboga District have no drugs in the hospital and lack other basic amenities.
Kibogo District is part of Luweero Triangle, was the epicenter of the five-year guerrilla war that ushered in the ruling National Resistance Movement (NRM) government to power in 1986 and the area is largely loyal to President Museveni. It generously contributes to his vote pool and electing ruling party representatives at various levels. However, residents in the area have continued to complain of poor service delivery.

Responding to the local leaders’ concerns, President Museveni asked them to stop lamenting about such ‘small problems’ when the government gave out road equipment to every district in the country. He advised the leaders to use the equipment to work on the poor road as well as digging up valley dams.

“You, local leaders should stop crying for government help on such small issues. Government procured road equipment, so you should cooperate as leaders and help livestock farmers dig the dams,” he said.
The president also encouraged residents to put emphasis on modern farming in order to fight household poverty.
