UCU guild president on the spot over forged baptism certificate

The Uganda Christian University guild president is on the spot after reports emerged he forged a baptism certificate to be eligible to stand for the top student leadership position.

Mr Andrew Mugisa who now faces removal from office and a possible expulsion from the university was elected in September 2013. According to the university rules, it is only Anglican students eligible to run for the post of guild presidency.

In a letter dated January 6, a copy seen by the Daily Monitor, the Ruwenzori Diocese, Rubona Archdeaconry, St Peters Kaguma Parish, the church disowns Mr Mugisa baptism. The Priest Vicar, Patrick Tibampeta, said in a handwritten letter: “This is to inform you that the baptism card number 1074 of Andereya Mugisa is not in our register. By 1991, we had gone beyond the number. This is a number of another person of 1970s.” According to sources that spoke to this reporter on condition of anonymity, Mr Mugisa conveniently got the baptism card to run for office.

Mr Mugisa could not be reached for comment as all his known mobile phone numbers were switched off.

The university’s public relations officer asked for time to consult, telling the Daily Monitor that he had talked to the Dean of Students and was not aware of the matter. Indeed Mr Milton Tweheyo, the Dean of Students, reiterated the stand: “I am not aware of that. You are telling me news. If you don’t want to go by what I am saying then go by what other people are saying.”

However, a staff member who has been privy to the disciplinary hearings but did not want to speak on record told the Daily Monitor: “The sex tape saga was nasty for us. Of course, this has to be played safe. The truth is that the young man has been appearing before the disciplinary committee and we shall decide soon.”
