Kampala:

Police yesterday arrested three boda-boda men suspected to have been part of the youth who dumped five piglet heads branded with names of the beneficiaries of the oil cash bonanza.

The boda-boda riders were arrested on orders of Mr Joseph Bakaleke, the central division police commander after they refused to reveal identities of the youth who had taken part in the demonstration.

The Kampala Metropolitan deputy police spokesperson, Mr Paul Kangave, said the three suspects were being detained at Central Police Station although by press he was yet to get their names.
The five piglet heads were dumped near Kampala Capital City Authority headquarters with placards bearingnames of the top government officials that benefited from Shs6b presidential hand shake with the amount each pocketed.

Soaked in yellow paint, the colour of the ruling party, the heads dumped at the junction of Portal Avenue and Sir Apollo Kagwa road contained names of among others Uganda Revenue Authority (URA) Commissioner General Doris Akol, Finance ministry’s permanent secretary (PS) Keith Muhakanizi, and Kampala Capital City Authority’s executive director Jennifer Musisi.

Reasons
Youth activists under youth brotherhood claimed to have masterminded the demonstration advocating for accountability and transparency.
The available documents of oil cash bonanza indicate Ms Akol bagged Shs242m, Mr Muhakanizi Shs108m, Ms Musisi Shs121m and Ms Robina Rwakoojo Shs80 million.

By press time the painted heads had been taken to CPS as exhibits.
While addressing the media shortly after the incident, Mr Bakaleke said: “We have not arrested any one in connection to this but our concern was who could have dumped the rubbish.”

Mr Bakaleke said the suspects would be released after interrogation but by press time it was not clear whether the suspects had been released since Mr Kangave was not aware.

A source said the youth’s earlier intention was to dump the piglet heads at City Square but changed plan upon realising that CPS police would be fast at blocking their demonstration.
