Works official charged with organising ghost workshops

ENTEBBE- Entebbe Magistrate’s Court has charged the acting commissioner of transport services and Infrastructures in the Ministry of Works for allegedly defrauding the government of Shs76 million in ghost workshops. Ms Rose Mary Tibiwa was charged on four counts of abuse of office, embezzlement and fraud on Wednesday.

Prosecution alleges that between November 23 and 27, 2012, Ms Tibiwa authorised requisition for procurement of sensitisation workshop for Bus rapid transport route system in greater Kampala worth Shs30.2 million purporting that her department was scheduled to implement a four-day sensitisation and review gathering workshop at Imperial Royale Hotel that did not take place.

According to police investigations, the accused organised two non-existent workshops but got receipts from the hotel after the government paid Shs76m to the hotel.

When police started investigations, the hotel’s managing director, Mr Karim Hiriji, refunded the money.

The presiding magistrate, Ms Beatrice Kayinza, committed Ms Tibiwa to the Anti-Corruption Court.
