Mutale missing conspicuously

I have been wondering where the well known Major Kakooza Mutale is. He has been conspicuously missing from the political activities in the city. He and the Kalangala Action Plan are alleged to have beaten people during the past elections. His name is synonymous with whipping and many people still fear him. In the recent past, the Kiboko Squad has appeared in Kampala and has seemed to act more enthusiastically than Maj. Mutale.
Some people are arguing that he will have no role in 2011 giving way to the Kiboko Squad.
