One of the characteristics of good governance is efficiency and effectiveness. Efficiency means doing things the right way and effectiveness means doing the right thing. After failing to significantly increase power for the last 28 years, the little that NRM has produced so far is expensive.

The building of Bujagali Dam cost Uganda a very beautiful site which had began to generate money for the country through tourism.

Secondly, this site was under-utilised to produce only 250MW at a very expensive price of Shs1 billion.

The right way of dealing with electricity shortage is to build more dams cost effectively so that they produce electricity at an affordable price to the consumers now that is effectiveness.
