Did Rubaramira defect to Museveni?

I am particularly perturbed by the reasons Maj Rubaramira Ruranga gave for defecting not to NRM, but to President Museveni as a person.
This is because he says in the meeting it was only him, his wife and the President. The absence of other party leaders like the secretary General is conspicuous. Maybe those are party matters which I am not well conversant with.
However, one of the reasons he gives for going back is that the President was the only one with capacity to fight HIV/Aids.
This does not reflect well on the Ministry of Health and other organisations which have put in a lot of effort to fight the pandemic.
Could this be the explanation why the infections are increasing? One man alone cannot manage! So, Maj Ruranga has come to help out! But then he says he did not go with any proposal to the President. He, instead asked him for deployment anywhere he deems fit, including the army! How is that helping fight HIV/Aids.
