Former IGP Kayihura left police better resourced and facilitated

Gen Kale Kayihura is one of the current crop of Uganda’s nine, four-star generals, who served and completed his call of duty as Inspector General of Police (remember this was a seconded assignment). He naturally, automatically reverted to the army when he was relieved of the IGP job because to date, he is not retired.

Never accept to fight in an area where your enemy is comfortable. Gen Kayihura is a hardened senior army officer, who cannot be intimidated. We (Ugandans) must appreciate that Gen Kayihura was one of Uganda’s longest serving IGPs and broke an unprecedented record as head of Uganda Police Force:

He built the police head quarters. Bought a multitude of motor vehicles, including motorcycles, to ease mobility of the men and women in police uniform.

Gen Kayihura was the only IGP, who had the entire Uganda at his finger tips (every county or constituency, including those in hard-to-reach areas such as where I was head of security as RDC in the landslide-prone Bulambuli District).

Through the Justice, Law and Order Sector (JLOS), Gen Kayihura built most of the district police head quarters across the country.
He also acquired helicopters for the Force and established a police uniforms factory, which made big savings for the police. Besides, he built though not to completion, the Police Analylitical Laboratory .

There seems to be a moral communication dilemma since the advent of unedited media, call it social media, and I have observed with concern that Gen Kayihura is a direct target and victim of this deceptive narrative.

Ugandans must acknowledge that even with free media, communication in any society, Organisation/Institution is important only when it is well managed and prescribed.

Any society/community that does not have effective means/channels of communication and information management is a dead one and susceptible to bad corporate and even personal image .

I discovered on several occasions at the senior army school in Jinja where Gen Kayihura, then Army National Political Commissar and as a visiting Directing Staff (lecturer), that he is highly professional, skilled, loyal and a disciplined officer of UPDF.
